According to the official, the new measures will be aimed at supporting the IT industry. The main one concerns preferential access for small and medium-sized businesses to domestic software. The state will subsidize developers half the cost of a license for specialized software – subject to its sale to small or medium-sized businesses.
At the same time, domestic software developers will be obliged to ensure the compatibility of their products with operating systems, microelectronics and Russian-made processors.
The final list of measures to support the IT industry must be approved by the government. Parshin did not specify when this will happen. The new package will become the second.
The first was developed at the initiative of the president Vladimir Putin in the summer. Its main component was the tax maneuver in the IT industry. From 2021, the income tax for companies employed in this area will decrease from 20 to 3 percent, and the rate of insurance premiums from 14 to 7.6 percent. At the same time, in order to qualify for benefits, enterprises must meet several criteria, in particular, receive at least 90 percent of income from software development and databases, have state accreditation and have a staff of at least seven people.
