First emergency measures to revive renewable energies

The context of the war in Ukraine and its procession of energy anxieties force the government to review its roadmap. This is evidenced by the announcement, Thursday, July 28, of a first salvo of emergency regulatory measures in order to accelerate the development of renewable energies and the launch, as of Friday, of a wind project at sea off the island d’Oléron, more than 35 kilometers from the coast.

At the end of the public debate, the executive clarified wanted to set up this project of two parks, apart from the limits of the Marine Natural Park of the Gironde estuary and the Sea of ​​Pertuis, and this, in order to to meet the requirements of the inhabitants of the island and the coast opposed to a location closer to the coast. For the first park, a “competitive dialogue” was opened, with the objective of appointing the winner in early 2024 with a view to commissioning in the early 2030s. “This first laid wind farm, with a capacity ‘About 1,000 megawatts [MW] may be completed later a second park of at most 1,000 MW, “explains the Ministry of Energy Transition, which undertakes to take into account all environmental impact studies on the area. “The second park can be located even more offshore, with a technology that can be floating or laid according to preliminary studies which will start simultaneously in the first park.” In total, these works should allow an equivalent equivalent volume of electricity In consumption of 1.6 million inhabitants, more than double the population of Charente-Maritime.

In this sector of renewable energies, where France accuses a delay on its objectives, the ambition for the executive also lies in the desire to unlock or accelerate, before next winter, projects in the Solar, wind or biomethane for the time being penalized by the increase in construction costs. In a context of price increase, some of these initiatives may not see the light of day, given the fact that their costs are “no longer covered by the purchase price of electricity or biomethane guaranteed by the State” , according to the Ministry of Energy Transition. The latter has already identified 6 to 7 gigawatts (GW) of projects in solar and 5 to 6 GW in wind turbines. In the field of biomethane, the union of renewable energies (Ser) had mentioned in June the figure of 5 térawatts-hour of threatened production capacities.
