Program participants from the Far Eastern Federal District can receive a 25 percent discount on the first installment for a car. In other regions of Russia, the discount is 10 percent. Those who buy their first car, families with children, as well as employees of state medical institutions can take advantage of concessional loans. In addition, a discount can be obtained when a car is more than six years old in trade-in, provided that you have owned it for more than a year. The cost of the purchased car should not exceed 1.5 million rubles.

In order to exercise the right to a discount, the client must independently apply to the bank for a car loan. If the transaction meets all the requirements for participation in the state program, the client will receive a 10 percent discount from the bank for the payment of the first installment. These funds are then returned to the bank from the state budget.
For legal entities and individual entrepreneurs, there is a preferential leasing program, for which 3.8 billion rubles are provided in 2021. It assumes a 10 percent discount on the cost of a new car for the advance payment (but not more than 500 thousand rubles). To do this, a representative of the organization must apply to a car dealership or a leasing organization with an application for the conclusion of a lease agreement and a request for a discount on the advance payment. The discount is provided by the leasing organization and then returned to it from the state budget.
