Four million refugees, 7 million displaced, 18 million people who will be potentially affected by the war triggered by Russia: it may be a humanitarian crisis that may have “historical” proportions that must be prepared Europe, acknowledged, Sunday, the Ministers of the Interior of the European Union (EU). According to the United Nations, hundreds of thousands of Ukrainians have already fled their country. More than 200,000 people arrived in Poland, 71,000 in Hungary, 47,000 in Romania, 41,000 in Moldova. And some 18,000 others would have crossed the Slovak border.

Many have already joined relatives or members of their families in Germany, Italy or the Czech Republic. Equipped for most of a biometric passport, they have the right to stay in the EU for ninety days. A right of which do not have the evidence of their legal status in Ukraine. The Temporary Protection Directive in the case of displaced persons “- to which Denmark does not participate – is supposed to ensure a balance in the reception efforts made by the Member States. It applies for a year and can be prolonged two years. Countries must ensure that people want to return to their country before granting them a residence permit. They receive social assistance, financial assistance, access to care, the right to training, etc. And they have the right to work.

This regime, introduced at the end of the former Yugoslavia wars, in 2001, has never been used. It should be approved by a relative majority (15 member countries, representing 65% of the EU population). Sunday, some ministers expressed reservations, probably fearing a precedent. Poland and Hungary argue that they face the current situation and that the adoption of a text is not essential.
