Cap change on the road that leads to the establishment of the competition of bus networks from the Paris region by the end of 2024. Ile-de-France Mobility, the organizing authority of transport in The Capital Region has decided to amend the rules for the allocation of buses markets to strengthen social criteria in the final choice of an operator. Ile-de-France Mobilities goes, in particular, increase the relative weight of the social note. This is expected to go from 10% to 15% of the overall rating of future tenders to the detriment of the price criterion, which will drop by 45% to 40%, the weight of the technical note remaining unchanged at 45% .

Everything left a two-month strike triggered in September on the side of Melun (Seine-et-Marne), some time after the effective start of the first bus networks from openness to competition. The movement surprised the direction of Ile-de-France Mobilities, chaired by Valérie Pécresse, the LR boss of the Ile-de-France and candidate of the right party in the presidential election of 2022. The situation was judged Sufficient enough for a mediation mission to be entrusted by IDFM to Jean-Paul Bailly, former pattern of RATP and post, in order to put an end to the conflict.
