Earlier, the Russian and Chinese parties signed a Memorandum on the creation of the lunar station. Representatives of the governments of Russia and China – the head of Roskosmos Dmitry Rogozin and the head of the Chinese National Space Administration (KNA) Zhang Khajian – signed a cooperation agreement in video conferencing.

The memorandum specifies that the planned lunar station is intended “for multidisciplinary and multipurpose research works,” further perspective of the presence of a person directly on the moon is considered. The agreement implies both joint planning, developing and implementing the project and its presentation to the world community.
