Ukraine will extend law on special status of Donbass without “Steinmeier formula”

Chairman Verkhovna Rada of Ukraine Dmitry Razumkov said that when the law on the special status of Donbass is extended, the” Steinmeier formula “will not be included in it. The portal “Strana.ua” writes about it.

According to him, the deputies will consider the issue of prolonging the document already on December 15, no changes will be made to the bill. “Nothing will be added there. The draft law has been registered, you saw it on the website, no one will change it,” Razumkov said.

The law “On the Special Procedure for Local Self-Government in Certain Districts of Donetsk and Luhansk Regions” expires on December 31, 2020. The Verkhovna Rada plans to extend its validity until December 31, 2021.

“The Steinmeier Formula” is a document that defines the mechanism for securing a special status for Donbass, as well as a possible amnesty and holding elections in territories not controlled by Kiev. The formula partially repeats certain provisions of the Minsk agreements. The special status implies cultural and linguistic autonomy, amnesty and expanded powers for representatives of local government.

The Ukrainian authorities have promised to include the “Steinmeier formula” in the law on the special status of Donbass in 2019. The then Minister of Foreign Affairs of Ukraine Vadim Prystaiko stated that its provisions were fully agreed by the Ukrainian authorities, and the question remains only in the specific implementation of the legislation.
