Heritage of ministers: prudent green light of HATVP after meticulous examination

The High Authority for the Transparency of Public Life has validated the declarations of interests and heritage of the Borne government, while imposing deports on certain ministers to prevent conflicts of interest.

After the sudden resignation on Monday, of the Minister of Local Authorities, Caroline Cayeux, pinned for a possible undervaluation of her heritage and suspicions of tax fraud, the final stretch of the ethical verifications carried out on the ministers by the High Authority for the Transparency of Public Life (HATVP) could raise fears of new disappointments. If the political class got used to these controls, instituted in the wake of the Cahuzac affair, at the end of 2012, it is always a high risk exercise for the executive.

But the HATVP validated, Thursday 1 er December, the conformity of the declarations of interest and heritage of the 41 other members of the government of Elisabeth Borne. The institution led by Didier Migaud, responsible for controlling the probity of senior public officials in France, was satisfied with the deposit in the times of declarations by the ministers, and their “speed” to react within the framework of the exchanges contradictory provided by the procedure.

During these three months of in -depth checks, the HATVP however sent a significant number of observations to members of the government.

in numerous rectifications, without serious anomaly

The vast majority of ministers (32 out of 41) were led to file a declaration of substantial modification of their declaration of assets or interests, in the majority of cases after remarks of the HATVP on their initial declaration , deposited this summer. Although important, this proportion is comparable to previous exercises. Above all, the college of the HATVP did not note any serious anomalies, which could have required public observation or, worse, a report to justice.

These requests for rectification focused either on missing information, or on the contrary on an excess of information, however non -compulsory. Five situations have in particular caught the attention of the HATVP, giving rise to the most important modifications: those of Sylvie Retailleau (Higher Education and Research), Dominique Faure (communities and rurality), Agnes Firmin-Le Bodo (organization territorial), Stanislas Guérini (public transformation) and Franck Riester (relations with Parliament).

M Me Retailleau had to revise the value of the assets of a family SCI with apartments and garages. Mr. Guérini was led to very significantly note the estimate of his shares in a house in the southwest, going from 462,000 euros to 1.2 million. The good being detained in bare ownership, without having the enjoyment of it, the error did not damage him.
