TEK suggests extension for transition to local IT products

The Commission of the State Council on Energy was proposed by the Minzifra and the Ministry of Energy to extend the transition to Russian IT solutions at critical infrastructure of the fuel and energy complex.

In accordance with the Decree of President Vladimir Putin, starting in January 2025, state bodies and customers are prohibited from using foreign software at critical infrastructure facilities.

According to the minutes of the meeting of the State Council of the State Council on March 1, the Ministry of Energy sees a number of risks in the process of replacing foreign IT solutions, noting that, according to current requirements, it is impossible to replace all the necessary components on time. The department notes that in order to transition to domestic solutions, it is first necessary to disable primary equipment (generators, transformers, etc.). The deadline for stopping his work can be up to six months, and there is a risk of energy deficit, the ministry warns. In “T Plus” the optimal period for the transition to an alternative in was called 2026, in terms of software and hardware systems – 2028. Rosenergoatom plans to completely abandon imported software by 2025.

The protocol also mentioned that the replacement of the equipment before its expiration will lead to the expenses of the companies. The Ministry of Energy notes a “fairly high” share of foreign decisions at the facilities of the fuel and energy complex. According to Rossetei, the cost of fulfilling the requirements for the prohibition of the use of foreign software for PJSC FSK-Rosseti will be about 280 billion rubles, and the cost of electric grid organizations included in the Rosseti Group of Companies, which manage distribution networks, is “evaluated in several times more “.

The commission proposed to compensate for the costs of energy for import substitution and from 2024 to include them in tariffs for industrial consumers of electricity.

Rosseti said that they support the proposal of the Ministry of Energy for the study of an alternative model for financing the import substitution of software: “Substitution periods should be determined in accordance with the schedule for reconstruction and modernization of the network. Currently, examination and development of typical decisions for Imortial substitution is being carried out. The cost of substitution of software at the facilities of the Rosseti group is not finally determined, ”the company said.

In turn, the Ministry of Construction said that it did not receive a justification for transferring the terms for the transition to domestic technologies and that the decision on this can be made “taking into account the determination of the Ministry of Energy of the emergence of competitive Russian counterparts”.
