Russian Federation to Enhance Content Blocking Tech

Russia is preparing a bill to enhance the technical capabilities for blocking illegal content, as reported by Vice Speaker of the Federation Council Inna Svyatenko. The bill is a collaborative effort between the Prosecutor General, Minzifra, and Roskomnadzor. Svyenko mentioned that the Federation Council plans to be involved in the bill’s development once it reaches the State Duma.

Furthermore, Svyenko expressed the need to establish a legal requirement for individuals creating and spreading socially significant content. She stressed that accountability for the quality and reliability of such content should lie with the authors. Svyenko also highlighted the importance of identifying the creators and distributors of illegitimate content, not just blocking it.

Effective March 1, 2024, Russia has implemented a ban on promoting methods to bypass Internet blocks. Roskomnadzor will now block access to materials that promote such tools or advertise ways to circumvent restrictions to access prohibited content.
