MIREA Proposes Harsh Restrictions on AI in Russia

The Rector of the Russian Technological University of MIREA, Stanislav Kudge, has written a letter to the Minister of Digital Development of Russia, Maksutu Shadaev, proposing limitations on the use of artificial intelligence (AI) in certain areas. The letter, reported by TASS, suggests the introduction of legislative prohibitions on the use of AI in specific domains, notably the creation of advertising for children and other activities.

In the appeal, the rector of MIREA RTU calls for the development of a risk-oriented approach to AI regulation in Russia. The letter highlights the necessity of identifying areas where the use of AI is unacceptable and those where it carries high risks.

The university proposes a complete ban on the use of AI in the following areas and activities:

  • The subconscious manipulation of human behavior that could result in physical harm to individuals.
  • The creation of social ratings.
  • Social scoring.
  • The use of AI in making court decisions for civil and criminal cases.
  • The creation of marketing content targeting children.
  • The creation of political content, particularly within the context of election campaigns.

The rector also identifies categories of activities with heightened risks where the use of AI necessitates special regulation. These include the processing of biometric data, solutions for hiring and enrollment in educational institutions, management of critical infrastructure objects, law enforcement, personal data storage, and the production of goods affecting human health and life.

The letter emphasizes the need to establish a risk management system in these areas, ensuring transparency and accessibility of information for users. These proposals are expected to be incorporated into a draft law on AI regulation, which will be developed by Deputy Ministry of Cyphra, Alexander Shoytov, by June 2023.

Stanislav Kudge expresses confidence that implementing these measures will establish Russia as one of the pioneering countries addressing AI regulation through an inclusive approach focused on transparency and human security.
