In October 2023, WhatsApp experienced a major outage affecting users in Saudi Arabia, Russia, India, and other countries. The primary issue reported during that time was related to message sending, which accounted for 75% of the complaints. Additionally, another popular messenger, Telegram, also faced problems during the same month. Users from the Krasnodar Territory, Rostov Region, Udmurtia, Stavropol, Volgograd, and Voronezh regions reported difficulties in using the application[2].

According to a VTsIOM study conducted in April, WhatsApp and Telegram are the most widely used messengers among Russians. Approximately 67% of Russians use WhatsApp daily, while 35% use Telegram[3].
