On Friday, November 26, the Ministry of Defense will submit to the Russian Tripartite Commission a draft government decree, which introduces an additional tool for evaluating poverty in the country. This is reported by Kommersant with reference to the document.

on the idea, a new indicator that complements the cost-up minimum – the border of poverty – will take into account the level of general inflation, and not a change in the narrow “minimum” set of consumption. As determining the border of poverty, the department proposes to use the significance of the subsistence minimum for the fourth quarter of 2020, and it is revised quarterly, taking into account the chain consumer price index for the corresponding quarter.

The innovation will rate the poverty rate in the dynamics, and also eliminates the situation when the measured level of poverty in the country increases as the economy and median income grow.

In Russia, a person is considered to be poor if his income is less than the subsistence minimum. In 2021, it was set at 11,653 rubles, in 2022 – at the level of 11,950 rubles. Previously, the amount of the subsistence minimum depended on the valuation of the consumer basket, mandatory payments and fees and was calculated quarterly. From this year, the amount of the subsistence minimum is determined in the amount of 44.2 percent of median media income over the past year and is revised at least once every five years. Mediana is the conditional amount of income. In half of the population, the income is higher than this value, in the other – below. The last time the poverty rate was included in the macroprognosis in 2020 when revising the draft budget for 2020-2023, when the presidential decree on national development goals has not yet been signed.

October 26 reported that the Ministry of Economic Development plans to return to the forecast of socio-economic development assessment of the level of poverty. Thus, soon in Russia again will begin to be considered the poor in the forecasting of the country’s development. Then the head of the Accounts Chamber Alexey Kudrin said that poverty estimates must be included in the forecast of socio-economic development. Kudrin noted that “this group of the population should be planned better.”
