Check showed that in an organization that systemically coordinates the help of small and medium businesses, there is no long-term strategy. The main target indicator is the share of loans in the general loan portfolio (the goal is registered in a government strategy for the development of small and medium-sized businesses until 2030) is systematically. In 2018, it amounted to 18 percent (in terms of 19 percent), in 2019 – 10 percent (20 percent).

At the same time, the auditors caught “SME Corporation” in inadequate expenses for their own work. So, without accounting of members of the Board, the average salary in the organization amounted to 380 thousand rubles per month in 2018-2020.

If you take into account members of the board, then the salary increases to 600 thousand rubles per month. Members of the Board themselves, and this is nine people as of the end of last year, received an average of 3.2-3.4 million.

The Accounts Chamber suggested that the SME Corporation is not too interested in solving the strategic objectives of the state. This is evidenced by strange internal performance of their own work. Their planned values ​​were significantly overpired – from 500 to 9000 percent.

The low efficiency “SME Corporation” is evidenced by the results of its work in the National Warranty System (NGS) for small businesses. She issues guarantees and guarantees for banks so that they can already give non-taxable loans to small entrepreneurs. The corporation accounts for less than one percent of the total average annual number of loans, that is, in fact, the organization is not a significant member of this sphere.

Previously, the Accounts Chamber found out that 73 billion rubles received the institutions of the North Caucasus during work, but remained unprofitable and did not approach the achievement of the goals set. Prior to this, the head of the department Alexei Kudrin pointed out that the inspections had already led to a decrease in salaries in development institutions.
