Over the past ten years, the costs of science fell in relation to GDP have fallen in Russia. This is told by the figures of the Institute of Statistical Studies and Economics of Knowledge HSE, to which Kommersant refers.
Trites for research developments in absolute prices in ruble expression increased by 13.4 percent, reaching 1.13 trillion rubles. But if in 2010, 1.13 percent of GDP sent for these purposes, then in 2019 – 1.03 percent.
Budget expenditures on research and development work (R & D) in 2010 were at the level of 0.53 percent of GDP, in 2019 – 0.44 percent. Companies, on the contrary, become more invested in R & D, but noticeable commercialization of science against the background of state waste from its support does not occur.
The number of employees engaged in internal studies has decreased by 7.3 percent, up to 682.5 thousand people, although there are more young professionals among them. The premiums for publication in authoritative scientific publications led to an increase in their number almost three times, but at the same time they quote Russian authors almost twice as much as the average worldwide. In the total publication stream, Russian share is 3.5 percent, in the amount of patents – 0.9 percent.
Earlier, the Minister of Science and Higher Education Valery Falkov said that the increase in salary scientists would not solve the problems of national science. According to him, unique tasks, an interesting team and modern equipment are also important. At the same time, the official noticed that Russian scientists poorly sell their business development and poorly arrange cooperation.
Before this deputy head of the Novosibirsk region, Irina Manuilova announced the imminent introduction of the minimum level of salary for young scientists. The level of 17-20 thousand rubles, it believes, will provide the specialists “starting sustainable financial support”. Later, the official pointed out that he said not about the salary, but about the salary. At the same time, the question itself about low wages by scientists, she called unsuitable for a press conference on the events of the Year of Science and Technologies in the region.
