“Today we have already prepared a draft law on amending the law on gas supply, which relate to the redistribution of authority in order to remove the load [on gas supply] from the population, from home ownership,” Novak said.
He explained that if a person had paid for a gas pipeline from the land plot to an intra-celastic gas pipeline, now responsibility will fall on the resource-supplying organization of the operator, which works in each region.
On April 21, Putin, during the Message to the Federal Assembly, promised Russians free gasification of land plots. He instructed the Government to develop an appropriate plan.
