Antipollution radars in low -emission zones (ZFE)? The government sketched, Tuesday, October 25, the principle of automated controls to sanction too polluting vehicles by the second half of 2024, in order to guarantee air quality in urban areas.

The ZFEs “are a necessity for ecological and public health reasons,” insisted the Minister for Transport, Clément Beaune. Currently, eleven agglomerations have already set up restrictions for polluting vehicles, including Paris and the small crown where the Crit’Air 4 and 5 theoretically no longer have the right to ride.

So far, no sanction has been taken. “It is necessary to do the maximum so that the automated sanction control is developed as quickly as possible,” insisted Mr. Beaune, who calls for carrying out controls while waiting. >

Will there be gantries or cameras to carry out automated checks? The Minister of Ecological Transition, Christophe Béchu, ensures that the “technical characteristics of the selected projects will be presented when they are known”. The offenders will expose themselves to a class 3 ticket, a flat -rate fine of 68 euros, said his ministry.

The France Urban Association, which represents large cities and metropolises, reacted:

“There cannot be an effective ZFE without capacity for controlling vehicles authorized or not to circulate. The government’s announcement of the establishment of automated sanctions (…) is late. wasted time. “

“We have been talking about ZFEs and nine years since we know that they are essential for our fellow citizens and in particular for the poorest,” said the deputy to the mayor of Paris David Belliard . Public Health France estimates that each year 40,000 dead are linked to fine particles. “There is an absence of political will, each month late they are more dead,” thundered Mr. Belliard, calling for the implementation of checks as quickly as possible but also support measures for households the most modest.

a progressive calendar of traffic prohibitions

By 2025, forty-three agglomerations of at least 150,000 inhabitants will be affected. If local authorities have all latitude to decide the calendar and the perimeter of restrictions, a progressive traffic prohibition calendar is well provided for cities that exceed European air quality thresholds.

From the 1 er January 2023, the Crit’Air 5 vehicles (Diesel vehicles produced before 2001) will be prohibited. At 1 er 2024, it will be the turn of the Crit’Air 4 (diesel before 2006) then Crit’Air 3 (diesel before 2011 and petrol before 2006) the 1 Sup> January 2025.

To allow households to adapt, the government provides for aid for the greening of vehicles. As announced by Emmanuel Macron at the automotive World Cup, the ecological bonus for the purchase of an electric vehicle will be increased from 6,000 to 7,000 euros for half of the most modest French people.

The conversion bonus, which can go up to 5,000 euros, will be increased by 1,000 euros for the inhabitants of the ZFE. Finally, the development of zero -rate loan, up to 30,000 euros for the purchase of a new vehicle, or leasing at 100 euros per month, for an electric car from 2024, are also part of the aid Put on the table.

“put end to end, all of these devices represent an incomparable effort in Europe, insisted Clément Beaune. It is 1.2 billion [euros] which will be devoted to the greening of vehicles in 2023.”

The ZFE monitoring committee also announced the launch of a “working group on ZFE Maritimes” to take into account the pollution produced by maritime activity in cities like Marseille or La Rochelle.
