The measure already irritates doctors. The National Assembly adopted, on the night of Wednesday, 18 to Thursday, January 19, the opening of a “direct access” of patients to nurses in advanced practice (IPA). This is one of the provisions of a bill on access to care.

Article 1 of this text, voted at first reading by the deputies by 62 votes against 3, also provides the possibility for these nurses to make certain prescriptions.

Created by the Touraine law of 2016 and a decree in 2018, the status of IPA, which requires a Bac + 5 diploma, and not to Bac + 3 as the nurses of State, has expanded the skills of some nurses on targeted pathologies. The objective was already to reduce the workload of doctors; But the deployment of these “expert nurses” is still limited. In question, in particular, the insufficient number of patients addressed to them by doctors and unattractive remuneration.

The article adopted Wednesday aims to revalue this status by giving patients the possibility of going directly to these paramedics directly without going upstream by a doctor, but in the context of a “coordinated exercise” with the latter.

Environmental support

The deputies also adopted an amendment to the group La France Insoumise (LFI), supported by the Government, providing that the decree determining the terms of a “primary-prescription” by these IPAs must be taken in the Council of State After advice from the High Authority for Health.

The bill for the Renaissance deputy Stéphanie Rist, whose examination must continue on Thursday, also plans to establish “direct access” to physiotherapists and speech therapists. “This text meets two objectives: fight against medical deserts and improve access to care,” pleaded M me ris.

Socialists and Communists have announced that they would abstain from the overall vote of the text, deemed too little ambitious to combat medical desertification. Environmentalists have planned to vote the proposal, despite reservations.

“We condition our final vote that you will grant to our proposals,” said MP LFI Farida Amrani during the general discussion.

“a dangerous and unsuitable text “, according to doctors

The LR group “will be constructive”, said deputy Justine Gruet, warning, however, that a positive final vote on the text would be conditioned on the deletion of the article on the iPa.

Doctors organizations are alarmed by certain measures of the text, which according to them by the prerogatives of liberal practitioners.

This text is “dangerous and unsuitable”, estimated on Wednesday the union of general practitioners MG France, warning against “a medicine where health professionals are interchangeable without any consideration of the quality of care” .
