OJ 2024: Court of Auditors is concerned about absence of contract for provision of Stade de France

Negotiations between the Games Organization Committee (COJOP) and the stadium manager have not succeeded. The amount of income loss linked to the impossibility of exploiting the stadium, therefore compensation to be paid by the cojop, remains to be defined.

The contract for the provision of the Stade de France for the Olympic and Paralympic Games (JOP) “is still not signed”, and the care by the Games Organization Committee (COJOP) “losses of exploitation linked to its exclusive provision is not ensured, “notes, to deplore it, the Court of Auditors in its report on the organization of the Jop, which must be presented in Parliament Tuesday, January 10.

The financial jurisdiction underlines that the negotiations undertaken, in June 2021, by the COJOP with the consortium managing the enclosure “were interrupted in November 2022, taking into account the persistent substantial differences on the financial, contractual and operational aspects”.

The Stade de France must accommodate, in 2024, the athletics, rugby and para-athletics tests. The COJOP wants to be able to have the enclosure from March 15 to September 20, 2024, for a non -exclusive provision at first (March 15 to 1 er June), then exclusive in a second step (1 er June to September 20).

But, if the State made commitments, in October 2016, from the International Olympic Committee, both on the reception conditions of the JOP at the Stade de France and on the necessary modernization investments, “the concessionaire of the enclosure had not been associated “with these commitments and” no negotiation of the provision agreements had been undertaken “, recalls the Court of Auditors.

At this stage of negotiations, the amount of technical costs would amount, according to the report, to 3.8 million euros; the rent, at 12.6 million. But it is above all the costing of income losses – therefore compensation to be paid by the COJOP – linked to the impossibility of exploiting the stadium before or after its exclusive provision, which remains to be defined.

This amount will depend on the program of temporary adjustments requested by the COJOP, which will make it possible to deduct the number of events canceled. However, neither the specifications nor the schedule of these developments are stopped, according to the Court of Auditors, which estimates that the total cost of provision of the Stade de France “will be significantly higher” at the 7.5 million euros put forward by the government in October 2016. But it also insists that the losses of exploitation of the enclosure must “be fully supported by the cojop”.
