Unemployment insurance: duration of compensation will drop from 25 % to February 1

The Minister of Labor, Olivier Dussopt, presented on Monday the new rules for compensating the unemployed, which will now be modulated according to the economic situation. The unions denounce the reform, the MEDEF Salue.

Emmanuel Macron had promised to make the unemployment insurance strict when the labor market is doing well, and more generous when it degrades. Finally, the new compensation rules, which the Minister of Labor, Olivier Dussopt, presented to the social partners, Monday, November 21, will never be more protectors for job seekers. The government has indeed chosen the method lasts, five days after the final adoption by the parliament of the bill which allows it to modify the rules of compensation according to a modulation principle according to the economic situation, in order to respond to labor problems.

From 1 er February 2023, the duration of compensation for new job seekers will drop by 25 %. Thus, someone who could have claimed twelve months of compensation currently will only be entitled nine months with the new system. “We consider today that, with the drop in the unemployment rate to 7.3 % and the recruitment difficulties, the labor market is in a favorable context which justifies a modulation downwards the maximum duration of compensation” , said Olivier Dussopt at a press conference. The Minister of Labor has also defended a system “which will remain one of the most generous in Europe”.

While he had immediately excluded to affect the amount of compensation, the government finally decided to apply a severe reducing coefficient of 0.75 for the duration of compensation. Today, a worked day gives a compensated day, with a maximum of twenty-four months of compensation for those under 53, thirty months for the 53-54 year olds and thirty-six months for the 55 years or over. Now a job seeker will only be compensated for 75 % of the period worked, with a minimum compensation floor. 2> “Social contract”

Olivier Dussopt has also announced the creation of an end of rights for all job seekers whose compensation comes to an end when the economic situation has deteriorated, in order to prolong their 25 % rights. Several exceptions have also been implemented. Are thus excluded from the new system the intermittents of the show, the dockers, the sailors, the fishermen, the people dismissed for economic reasons benefiting from a professional security contract and the ultramarine territories. The Minister of Labor hopes “100,000 to 150,000 additional use” in 2023 thanks to the reform.
