State Duma Approves Bill to Protect Real Estate Registration Data from Cyber Attacks

June 28, the State Duma in the third reading approved the bill, which provides for the protection of registration data in the field of real estate from cyber attacks.

The bill was developed by a group of State Duma deputies under the leadership of the Chairman of the Security Committee of Vasily Piskarev in June 2022. The bill supplements the law “On the Security of the Critical Information Infrastructure of the Russian Federation,” which determines security measures for industries critical to the population, economics, and state institutions.

According to the bill, information systems, networks, and management systems used in the field of state registration of rights to real estate and transactions with it will include the subjects of critical information infrastructure (Kiya) as well as persons who own such systems and networks.

Thus, security measures that are already being applied to protect the critical information infrastructure of the Russian Federation will now also apply to the sphere of real estate.

Piskarev said that new norms are necessary to protect the registration data on real estate from hacker attacks and theft. According to him, hackers can hack databases and, for example, change data on real estate owners or simply steal this data for fraudulent purposes.
