On pension reform, budgetary equation difficult to resolve

Isn’t the addition end up being salty? While the pension reform begins to be debated in the Senate from Thursday, March 2, the elected representatives Les Républicains (LR) and Centrist Union (UC), who hold the majority in this assembly, have the firm intention to develop the text . Two themes appear at the heart of their concerns: women’s age insurance rights and the employment of seniors. However, the measures they relate to these subjects represent an additional expenditure, which complicates the government objective of resorption of the deficit to which they subscribe.

First essential reminder: when the bill was presented, on January 23, in the Council of Ministers, he was tabling on a return to balance of the pension system by 2030, taking into account the so -called measures “support”-that is to say in favor of the insured (revaluation of small pensions, etc.). These were quantified at nearly 6 billion euros.

During the examination of the text in the National Assembly, the invoice increased by some 900 million euros, as indicated by the report by Senator Elisabeth Doineau (UC, Mayenne) and her colleague René-Paul SAVARY (LR, Marne), published Tuesday, February 28. This sum comes, “essentially”, from “developments” to the long career mechanism: Elisabeth Borne, the Prime Minister, had announced new rights to a retirement early departure for people who started to work between 20 and 21 years old, then for those who started their professional life from 17 years old.

This gesture of the government’s chef generates additional “costs” which are partially covered by another provision adopted by deputies: the increase in levies from the premiums granted during a contractual termination. It should bring in 300 million euros, while 900 million have therefore been released. Instead of being on the flotation line, the pension system could therefore “display a deficit” of 600 million euros in 2030, “before [the] discussion in the Senate” of the reform, note M Me Doineau and M. Savary in their report. 2>

“reasonable” addition

However, the majority at the Luxembourg Palace intends to take initiatives, even if they help to increase the amount of the “painful”. On Tuesday, the Social Affairs Committee approved several amendments with a budgetary impact: granting an upper from 63 years for people – mothers, in particular – who total “43 contribution annuities due to increases in Duration of insurance for children “, implementation of an” end -of -career “employment contract exempt from contributions for the family branch …
