Founded in 1964 by the Countess de Hoy, acquired by the “painless childbirth” method, the “Lilacs” is a real institution. But his model, based on the possibility for women to give birth in a physiological way, requires a permanent presence of midwives during childbirth, an approach incompatible with the profitability requirements of the ARS. “It is an interesting project, but the cost of childbirth is twice higher. It breaks equity with women on the rest of the territory,” argues an elder from ARS. In 2021, 1,107 women gave birth to it, and 600 voluntary pregnancy interruptions were practiced there.

Between Ars Ile-de-France and maternity, relationships have always been complicated. From the creation of the agency, in 2010, the latter the sum of leaning against another hospital structure, to find if not profitability, at least financial balance, and more safe exercise conditions , its premises no longer being up to standard. In 2011, it prevents the reconstruction of maternity to lilacs, because the project does not provide for rapprochement with another structure.

“The management of the Lilac maternity file by ARS Ile-de-France, for fifteen years, has been a financial gabegie”, insists Lionel Benharous, the mayor (Socialist Party) of the Lilacs, facing the cluster Protesters gathered in front of the ministry at the end of April. Without solution, but blocked by the symbolic load, the ARS supports the cash flow of maternity to the tune of 4.5 million euros each year, or a third of its 12 million euros of budget.

Among the heavy charges of maternity, the rent of its walls acquired in the 1970s, by three former employees and by its then administrator, Pierre Zécri, president of the company of judicial administrators.
