Budget of Ministry of Culture will increase by 7.4 % in 2023

Culture, strongly exhausted by two years of pandemic, remains a significant concern of the government, since, after an unprecedented increase of 7.5 % in 2022, the budget of its ministry continues its momentum and will be once again in strong Increase, 7.4 % in 2023. Excluding public audiovisual, the credits assigned to this first budget presented by Minister Rima Abdul-Malak reach 4.22 billion euros. So that since the start of the five -year term in 2017, they have grown 22.3 %, which represents 778 million euros in new measures. As always, the main position concerns the protection and development of heritage, which represents 31 % of credits. Among the priority sites are the restoration of the Castle of Villers-Cotterêts (Aisne), which will host the International City of the French Language, those of the Château de Gaillon (Eure), the Abbey of Clairvaux (Aube) or the Center Pompidou in Paris. Added to this is the continuation of the cathedral plan, with in particular the restoration of that of Nantes, damaged once again by a fire in July 2020.

An envelope of 76 million euros in additional credits is planned in this heritage program, which also includes support for major museums such as the Louvre and Orsay and whose public, which had melted during the pandemic, returned to a almost normal low water. For these large museum institutions – as for the Paris Opera -, the exceptional financial boosts stop. They had still benefited in 2022 from 234 million euros in aid thanks to the recovery plan, the source of which was dried up, since 99 % of the amounts planned were distributed. Since the start of the health crisis, in March 2020, the culture sector has indeed benefited, in addition to the credits allocated to it, from more than 14 billion euros in exceptional aid (partial unemployment, loans guaranteed by The state, “white years” for the intermittents of the show …). A financial effort that no other country can claim.

Another priority in 2023, the Culture Pass continues its rise in power and the collective share of this device – set up between college students and their teachers – will be extended from the next school year to the classes of 5 E and 6 e . Like her predecessors, the Minister wants to facilitate for each young person access to culture and, in total, 633 million euros will have been devoted to the culture pass since the start of the five -year term.

Financial support of the actors of creation is also materialized by additional intervention credits, oriented towards the ecological and societal transition of festivals, labeled structures and artistic teams present in the territories. In addition, the new worlds system, which accompanies the design and realization of multidisciplinary artistic projects, sees its small prolonged envelope, of 10 million euros in 2023.
