Three months after her appointment within the government of Elisabeth Borne, Charlotte Caubel, the Secretary of State for Children with the Prime Minister, announces, Wednesday, September 21, several measures intended to fight against the incest and sexual violence on minors, which affect 160,000 children each year.

The first consists in the implementation of a large national campaign to combat these violence, which will be launched in early 2023, according to the entourage of the Secretary of State. The opportunity both to make known to the general public “the demonstrations and the consequences” of these violence on the victims, as well as to “mobilize witnesses”. With the objective of breaking the silence that surrounds these situations, which often take place in the family camera.

Another announcement: the creation of a consulting and support unit for professionals who are recipients of children’s revelations, in order to “support” and “sharpen them towards the device most capable of taking care of their report “. She will start her work “as quickly as possible”, ideally in early 2023.

Another provision, which will require a modification of the law, is in parallel carried by the Ministry of Justice. It is a question of predicting the withdrawal of principle of the exercise of parental authority in the event of condemnation of a parent for incestuous sexual violence on his child, “unless otherwise mentioned in the court of judgment by special motivation”. At present, this sanction is not systematic. This change has long been claimed by associations that help incest victims.

a long -term traumatic impact

The child’s support during criminal procedure, by victim assistance associations and “with the intervention of an ad hoc administrator, in the event of parental failure”, is also planned. It remains to be seen which legislative vehicle will allow their entry into force.

These measures, the former announced by the new government in matters of sexual violence on minors, are largely inspired by the proposals made by the independent commission on incest and sexual violence made to children (CIIVISE), set up By Emmanuel Macron in January 2021. The body, created after the publication of the Familia Grande, of Camille Kouchner, who recounts incest undergoing children by his brother, aims to refer public policies in the response to be provided these violence.
