Anger rumbles in the high public service. The same day as the mobilization of diplomats, the UFSE-CGT union launched, Thursday, June 2, a call to strike for June 9 to the students of the last promotion of the National School of Administration (ENA), that ‘They are now finishing within the National Public Service Institute (INSP). Such a mobilization is dictated by the “chaotic modalities of schooling”, explains the union in a press release, and the strike notice concerns June 9 and “the following days”.

The UFSE-CGT denounces in particular the “growing discomfort” generated by “upheavals in a context of manifest imparation” of the abolition of ENA, since January, as well as the “rupture” of commitments made By the State concerning the list of positions offered to students-functionaries after their training. “Posts which were once proposed at the exit of ENA are now entrusted to contractual agents”, underlines in particular the union.

The Insp succeeded, the 1 er January, at the ENA, created in 1945 by General de Gaulle and of which Emmanuel Macron had announced, in April 2021, the deletion, in the framework of a vast reform of the high public service. The final 2021-2022 promotion of the great Strasbourg school, which has given itself the name of the great figure of the resistance Germaine Tillion, therefore completes its schooling within the Insp.

The objective of this reform is, in particular, to diversify the profiles of the students, with a modification of the entrance exam. But, according to the CGT, “the main orientations formulated for the creation of the Insp did not give rise to any positive transformation, at this stage”.

This call for mobilization was launched the day when French diplomats have strikes, for the first time in twenty years, in order to protest against the reform of the high public service, which leads in particular to the suppression of the specific body Diplomats.
