Faced with “strong and sustainable” inflation, government promises a thaw from index point of civil servants

In an interview with Parisian , published Monday, March 14, Amélie de Montchalin assures that a rectifying finance law will be voted “this summer”. Spanning the April vote, the minister announces the launch of “discussions with all stakeholders”. It specifies however: “This measure is prepared. And I can not imagine anyone go back.”

It’s a surprise. This tool, which serves as a basis for calculating the treatment of officials, has not been revalued since 2010. With one exception: In 2016, François Hollande had decided by a thumb 1.2% in two stages. Since then, the constant doctrine of Macronia is “a rupture assumed with the general increases of the index point practiced in previous five-year, pretty inequitable and very expensive measures”. This is what Amélie de Montchalin had recalled in July 2021 at a wage point. The overall increase of 1% of the salary of all officials would be worth spending 2 billion euros, she recalled. The government emphasized targeted measures.

“The situation has changed”

Has the doctrine changed? “No, it’s the situation that has changed,” the minister responds to the Parisian, rejecting any “electoist” backwards. The promise is justified, she says, by inflation, “strong and lasting”. “We can not let the purchasing power of the agents unhook in relation to the purchasing power of private sector employees,” says Amélie de Montchalin, without specifying the amount of revaluation. According to his entourage, it will depend on “inflation and its evolutionary level”, “financing” and “exchanges with other employers” (local authorities and hospitals). Strict inflation compensation, which could be 3.7% to 4.4% according to the Banque de France scenarios, would result in an expense of about 8 billion euros.

Amélie de Montchalin also announces “the maintenance although it comes from the minimum wage in the public service above the SMIC, as has already been done twice, in October [2021] and in January.” Similarly, the kilometric indemnity that benefits from public officials who use their vehicle for the purposes of the service will be increased by 10%. This should represent 5 to 6 million euros for the only state.
