The White House made a successful outcome of negotiations with Russia and stated that progress on certain issues could be achieved within the framework of the bilateral format of dialogue on strategic stability, or multilaterally within the framework of the Russia – NATO or the OSCE, or in both cases. In the United States believe in an effective dialogue between the parties need to take equal responsibilities.
