Two days after receiving the formal Washington response to its “security proposals”, Vladimir Putin reserved for Emmanuel Macron the primary of his reaction. According to the Kremlin communiqué devoted to the telephone interview between the two leaders, Friday, January 28, Mr. Putin believes that “the responses of the United States and the organization of the North Atlantic Treaty [NATO] have not taken into account the fundamental concerns of Russia “. This judgment confirms the first reactions formulated by other Russian officials since January 26th.
However, the Russian President has not been until Mr. Macron’s intentions. The press release indicates that “the Russian side will carefully consider the written responses received on 26 January, the United States and NATO (…), after which it will decide on its future actions”. Nevertheless, to believe the Elysee, Mr. Putin has, during the interview with his French counterpart, “denied having offensive intentions”, while reiterating his requirements towards Westerners. On Ukraine, as on European security, the Russian and French presidents “agreed on the continuation of the dialogue and the need for Europeans and France to be well stakeholders”, observes to Paris.
The Russian “fundamental concerns” had been placed on paper in December 2021, in the form of two NATO-submitted agreements and in the United States. Vladimir Putin recalled them, Friday: prohibition of any future enlargement of NATO, including Ukraine; Withdrawal of the Alliance forces from the countries that have become members of the Atlantic Alliance after 1997; Prohibition of any military cooperation with the countries of the former non-NATO non-USSS.

In support of these claims, the deployment of important forces at the Ukraine border and the implicit threat of a new military aggression against this country after those of 2014-15, have put the West in Emoire.
