Branch of Special Communications (OSS Baikonur) On the territory of the Baikonur cosmodrome has existed since 2008. For 2021, OSS employees delivered over 300 special departures, 1,200 packages, 70 parcels, 80 valuable shipments. Sent from Baikonur – more than 300 special departures, more than 200 packages and 6 parcels.
In December 2008, with the departure of the Armed Forces of Russia from the territory of the Republic of Kazakhstan at the Baikonur complex, the military field mail was stopped. In this regard, there was a need to create a new structure for the delivery of documents of state importance on the territory of the cosmodrome. The Special Communications Office on the territory of Baikonur was organized as part of the department of freight transportation of special communication management in Moscow and the Moscow region.
The main task that stands before employees of the OSS Baikonur – sending data on paper, carrying out reception, collection, processing of shipments from organizations, their documentary, ensuring the timely delivery of goods to the smooth operation of the rocket and space industry. Since the beginning of the operation of the OSS on the territory of Baikonur, cooperation was established with the authorities of the Customs Service of the Republic of Kazakhstan, currently interaction with the Kazakh side is carried out within the framework of the EurAsEC Customs Code.
The main counterparties of the OSS are subsidiaries of the state corporation “Roskosmos”: the center of operation of the objects of ground-based space infrastructure, a branch of Roscosmos at the Baikonur Rocket and Space Center, Rocket and Space Corporation “Energy” named after S.P. Korolev, State Space Scientific and Production Center named after M.V. Khrunichev, as well as the Ministry of Internal Affairs, Prosecutor’s Office, Administration of Baikonur, 26 Military Garrison Court and EMERCOM of Russia.
Despite the complex domestic political situation in Kazakhstan, the Department of FSUE GCSS in the territory of the Baikonur cosmodrome works in normal mode: employees perform planned routes in the republic. Special Communications carries out all contractual obligations to deliver correspondence and cargo.
