“The first – effective mechanisms of depersonalization and data storage are needed, as well as extremely clear, understandable rules for providing such anonymous information, unconditional protection of the rights and interests of citizens, including their private life. In this regard, the head of state asked for legislative decisions as soon as possible, which will ensure the access of Russian developers, scientific organizations, business to the arrays of discomposed state data, especially since such datasets by ministries and departments have already been formed. As the next step, the president suggests the government and the Bank of Russia to think about the possibility of providing similar access to the arrays of the discomputed data of the largest Russian companies, while paying special attention to the security of personal information of citizens.

“There are a lot of difficult legal and ethical moments. Why should personal data belong not to the person himself, and the commercial structures that he receive certain services? This is a question, but in fact it is exactly so often happening. The citizen will have the full right to dispose of the data array of himself, he will be able to transfer them, for example, another company or a bank.
