Plan France 2030: a first tranche of 3.5 billion in budget 2022

The Government must table, Tuesday, November 2, an amendment to the bill of finance. This plan of a total of 34 billion euros will be housed in the “investment” mission of the budget.

This is the first realization of the France 2030 investment plan announced with great pomp, on October 12, by Emmanuel Macron. According to the information of the world, the amendments to the bill of finance (FLF) 2022, which must file, on Tuesday 2 November, the Government to register legislatively the existence of this plan, plan for the next year an envelope of 3.5 billion euros (including nearly 700 million euros of own funds for companies).

These three amendments will materialize the first tranche of this new opus of the economic policy of the Head of State, clearly oriented towards companies and intended to project the French economy towards the end of the decade. The texts also provide for 34 billion euros of commitment authorizations, which correspond to the amounts indicated in mid-October by Mr. Macron. The latter had mentioned 30 billion euros invested, over five years, in a dozen “objects daily”, supplemented by four billion euros invested in equity, through companies participation in the capital of enterprises in Growth.

Governance to be determined

Among the multiple projects that must be covered by this plan, energy and decarbonation (nuclear, hydrogen, electrification of the industry), transport (batteries, low carbon airplane), the development of a “healthy eating, Sustainable and traceable “, biomedicine and medical devices or culture, spatial and exploration of seabed and access to strategic commodities. But no official written element, or even a press kit, had so far available to concretely translate this inventory to the Prévert.

The France 2030 plan will be inserted in the “Future Investments” mission of the PLF, today under the responsibility of the Secretary-General at the investment, Guillaume Boudy, who will be renamed “Investing for France of 2030”. A way of placing the plan in line with its predecessors? One of the amendments specifies that “investment doctrine is amended to allow project financing funded more downstream of the production chain”. And this in order to boost tricolor growth.

Mid-October, Emmanuel Macron stated that a site remained open: the governance of France 2030, still to be determined by early 2022. Public or private piloting?
