Russia mulling to create flexible Glavov

The Ministry of Economic Development of Russia offered an option to transformation of government planned documents. He involves the unification of current project documents in one package, at the same time, unlike the Soviet state of state, with the possibility of constant revision. This is referring to the draft decision of the Government “On the system of managing the achievement of national development goals” writes “Kommersant”.

As noted in the material, a single plan is likely to become a central planned document of the public sector of the economy, government, regions and the presidential branch of power. This will probably happen in the fall of the current year.

Currently, the plan to achieve five national goals is approved for the period up to 2030. At the same time, it is not formally related to the budget cycle, which should fix a new format.

The output will be a three-year plan, coordinated with the forecast of the country’s socio-economic development, on the basis of which the three-year budget is built. Regions will be able every quarter or even every month to adjust the planned indicators of the Nazzels. At the same time, the effectiveness of the governors will be directly integrated into a single plan.

As a result, the work of the government and the regions will be coordinated much more than earlier, including through budget policies. Monitoring of the Plan’s performance will be done by the Presidium of the Council on Strategic Development and National Projects.

As noted by the publication, this scheme has made it possible to avoid direct subordination of regional budgets for the Ministry of Finance or the adoption by the regions of development goals in the interests of the Center. Nevertheless, a single plan will deprive the regions of part of the authority.

A year ago, the Russian authorities decided to increase the term of the National Projects for six years, which was supposed to be completed until 2024. The reason for the cardinal revision of documents prepared two years before, was the inability to achieve the specified parameters due to the coronavirus pandemic.
