For burning Russian garbage will pay foreigners

For burning garbage on 25 Russian factories, which are planning to build for several years, should indirectly pay foreign buyers of Russian goods, including large corporations, said Andrei Schipelov, head of RT-Invest company in an interview with RBC.

“RT-Invest”, a subsidiary of the State Corporation “Rostech”, on a par with the structures of Rosatom and VEB.Rf, is the main investor and the project of the project for the construction of 25 incinerate heat-power plants (MTEC). The implementation period of the project is not specified, its cost is estimated at 1.3 trillion rubles.

sources of financing, as well as other project parameters caused disputes in the government. Thus, Deputy Prime Minister Victoria Abramchenko and the Ministry of Energy insisted on the reduction of the total number of plants at least twice or on the transfer of construction time before commissioning of five plants under construction.

Initially, RT-Invest offered to finance the project at the expense of government subsidies, and the return of investments to ensure that the DPM mechanism (capacity supply contract) is provided. The latter assumes that the electricity produced by the plant built for the needs of the plant is supplied to the plant to industrial clients of the plant on advanced high rates.

This approach caused the complaint of the Ministry of Industry and its deputy head of Viktor Evtukhov. According to him, the use of the mechanism of DPM for the construction of the MJES is inappropriate. Instead, it is better to use the funds entering the budget from the environmental collection within the framework of the expanded responsibility of the manufacturers. According to it, manufacturers of goods sold in Russia are obliged either independently dispose of them with packaging, or pay the collection. In addition, according to Evtukhov, subsidies should be used from the budget due to the taxes “RT-Invest” and other project participants.

In turn, Nichielov believes that it is worth it to indirectly shifting the costs of building MTES in foreign buyers of products of large Russian companies – by increasing its value. “Most of the revenues of these [industrial] enterprises come through sales in foreign markets. If additional costs, for example, 10 million rubles, which are necessary for our infrastructure, will be transferred to the price of metal, which will be sold abroad, there is nothing terrible. For this, foreign consumers will pay, “the businessman said.

As an example of such consumers, he brought the Mercedes autocontracene and the Boeing aircraft manufacturer. According to Schiepelov, such an order is already valid in China.
